Egypt’s Financial Regulatory Authority (FRA) has introduced a model policy for the Government Fund for Insurance against Risks Resulting from Medical Errors.
The move is part of a larger regulatory framework that includes the Unified Insurance Law and the Medical Liability and Patient Safety Law. For the first time, a structured legal system will address medical errors, provide compensation, and ensure the professional integrity of healthcare providers.
The law, effective 29 October 2025, mandates insurance coverage for all healthcare providers and institutions. The Government Insurance Fund will compensate victims of medical errors. A Supreme Committee will oversee medical liability and patient safety standards.
The Fund covers errors causing death, permanent disability, or physical injury. Coverage extends to licensed doctors, nurses, pharmacists, technicians, and other health personnel.
Responsibilities of Medical Professionals:
-
Apply professional guidelines while treating patients
-
Document medical histories
-
Conduct necessary medical examinations
-
Inform patients of potential risks and obtain approval
-
Keep detailed records of all medical procedures
This policy strengthens patient safety and ensures healthcare providers are accountable for their actions.
