Legal Notice Halts IDRA Recruitment Process

Four officials of the Insurance Development and Regulatory Authority (IDRA) have served a legal notice seeking the immediate suspension of the authority’s ongoing recruitment process. The notice alleges that the recruitment drive contravenes a 2023 directive of the High Court. The officials have demanded written confirmation within 24 hours regarding the implementation of the court’s order.

The notice has been addressed to the Secretary of the Financial Institutions Division of the Ministry of Finance, the Chairman of IDRA, and the administrative member of the authority. Supreme Court lawyer Advocate Rahul Talukdar Parag represented the officials in issuing the notice.

According to the notice, on 3 December 2023, the High Court declared the IDRA Officers’ and Staff Service Regulations, 2021, unlawful. Consequently, the notice demands that the current recruitment process be immediately halted, annulled, and withdrawn. It further instructs that in line with writ petition no. 13139/2019, the authority must refrain from taking any action that undermines employee rights and provide a written update on the status of recruitment within 24 hours.

Failure to comply will result in the following actions:

  • Allegations of contempt of court against responsible officials.

  • Filing of a new writ petition challenging the recruitment.

  • Disciplinary, civil, and criminal proceedings against accountable individuals.

  • Claims for compensation and legal costs for violation of fundamental rights.

The IDRA had advertised 19 vacancies across six positions on 23 April 2025. The initial selection meeting on 19 January decided to appoint six candidates for sixth and seventh-grade posts. Written examinations are scheduled for 31 January, followed by oral interviews on 1 February.

Despite the inclusion of an IDRA member as convener, a Deputy Secretary as member secretary, an executive director, a representative from the Financial Institutions Division, and a representative from the Public Service Commission, the selection committee notably lacked representation from the Ministry of Public Administration.
